WHAT
Dutch water authorities (HDSR, HHNK, Rijnland, AGV) and governmental and humanitarian bodies (Ministry of Water and Infrastructure, Ministry of Defense, Red Cross) conduct a one-week exercise on how to manage emergencies in the scenario of an extreme flash flood event.
SCENARIO
A massive cloudburst occurs in the north-west of the Netherlands. At the same time, a problem arises on the Amsterdam Rhine Canal/North Sea Canal, preventing the water boards from draining water into this important drainage system.
This causes severe flooding in all four water boards, lasts for approximately ten days and affects around 4 million residents. Water floods the streets and low-lying areas.
Water boards, RWS and safety regions scale up to maximum capacity and must cooperate interregionally. The Ministry of Defence is asked for assistance.
